Where the 2027 Filing Stands

Every year the National Council on Compensation Insurance (NCCI), Florida's licensed rating organization, files proposed workers' comp rates for the next calendar year with the Florida Office of Insurance Regulation (OIR). In August 2026, NCCI asked for an overall average decrease of 7.4% for the voluntary market, for new and renewal policies effective on or after January 1, 2027. It follows a 6.9% decrease for 2026 and a 1.0% decrease for 2025.

What 7.4% Means for Your Premium

The headline number is an average across hundreds of class codes. Each class gets its own rate, based on that industry's own claims, so the change for your business can be bigger, smaller, or even an increase. For 2026, when the average fell 6.9%, 423 of the class codes in our rate table went down and 82 went up.

Your premium starts with your class rate times your payroll, then gets adjusted by your experience mod and any credits or discounts. So two things are true at once: a lower rate cuts your cost per $100 of payroll, but if your payroll grew or your mod went up after a claim, your bill can still rise. We explain the full formula in how Florida workers' comp rates are set.

Renewing before January 1? A policy keeps the rates in effect on the day it starts. If yours renews in November or December 2026, it stays on 2026 rates for the whole policy year. That makes it worth comparing your renewal offer now, against today's market, instead of waiting a year.

Estimate Your 2027 Premium

$

Manual premium only (rate x payroll / 100), before your experience mod, credits, taxes and fees. The 2027 figure assumes your class moves by the proposed 7.4% average; your class's actual rate will be published with OIR's final order.

Why Rates Keep Falling

NCCI's filing is built from the actual premium and claims of Florida employers, and for 2027 it used policy years 2023 and 2024. The two main reasons it gave for another decrease were a continued decline in lost-time claim frequency (fewer injuries serious enough to keep someone off work) and a medical cost trend that came in lower than expected. Small increases to the maximum fees some medical providers can charge pushed the other way, but not by enough to change the direction.

Florida's run of decreases started with the rates effective January 1, 2018. Before that, a 2016 Florida Supreme Court decision on attorney fees (Castellanos) led to a 14.5% increase that took effect December 1, 2016.

Frequently Asked Questions

The Florida Office of Insurance Regulation (OIR) holds a public hearing on NCCI's filing on October 27, 2026, and the public record stays open until November 10, 2026. OIR then issues a final order, which in recent years has come in November (November 9, 2023 for the 2024 rates and November 15, 2024 for the 2025 rates). OIR can approve the filing as proposed or order a different number.

No. Rates are locked in when a policy starts. The 2027 rates apply to new and renewal policies that take effect on or after January 1, 2027. A policy that renews in November or December 2026 stays on 2026 rates for its full term.

Not necessarily. 7.4% is the statewide average across all class codes. Each class code gets its own rate, and some go up while the average goes down: for 2026, 423 of the class codes in our rate table went down and 82 went up. Your premium also moves with your payroll, your experience mod and any credits you qualify for.

The most common reasons are higher payroll (premium is charged per $100 of payroll, so a bigger payroll means a bigger bill), a higher experience mod after claims, a class code change, or an audit that found more payroll than the policy estimated. A rate decrease only lowers the price per $100 of payroll.

In its 2027 filing, NCCI pointed to fewer lost-time claims and a medical cost trend lower than expected, partly offset by small increases in the maximum fees some medical providers can charge. If approved, 2027 would be the 10th decrease in a row. OIR reports that as of 2025, Florida's rates were about 78% below where they were before the 2003 reforms.

In Florida, NCCI files rates on behalf of the insurers and OIR approves them, so carriers start from the same class rates. Florida law lets an insurer file its own deviation, but OIR reported that no insurer had an approved deviation as of January 1, 2025. Price differences come from things like experience mods, premium discounts for larger policies, drug-free workplace and safety credits, deductibles, dividends, and PEO programs.
